It will, of course, be understood that the ten per cent margin referred to in paragraph 3 above will not apply to provision for

expenditure on Colonial Development and Welfare Schemes, and that as regards paragraph 5 savings in respect of these Schemes cannot be applied to meet excesses on other sub-heads.
